Note that the chord made up by each three note block in our descending line is a 7th chord. The first one is G#, B, and D (E7), the second is G, Bb, Db (Eb7 or also A7b9), and the last is F#, A, C (D7). You may also think of the harmony in the four beats of measure 1 as E7 - E7 - A7b9 - Am6...(but maybe that's more than you wanted to know)
